Sound design decides what a video should sound like: the effects, textures, atmosphere and timing that support the story. Audio mixing determines how the sounds work together, including their levels, clarity and placement across the stereo field.
Choosing a heavy impact for a reveal is a sound-design decision. Making that impact fit alongside the music without hiding a spoken line is a mixing decision. The two overlap, because hearing the mix may lead you to change or remove a sound.
